Four councils, grouped the way the work groups
City of Fremantle covers Fremantle, North Fremantle, South Fremantle, Beaconsfield, White Gum Valley, Hilton and O'Connor. This is the limestone-and-iron cottage country: narrow lots, rear laneways, tight crossovers, and Norfolk Island pines along the Esplanade and South Terrace. Access, not trunk size, writes the quote here more than anywhere else in the service area.
Town of East Fremantle is a single small suburb, East Fremantle, with its own council, its own tree policy and a great deal of heritage housing stock. Check before promising anyone a removal.
City of Melville takes in the river suburbs — Bicton, Attadale, Palmyra, Melville, Myaree, Willagee and Mosman Park at the northern end. Bigger blocks on the whole, older gardens, mature tuarts and Moreton Bay figs, and a good deal of the metro's Canary Island date palm population planted as driveway features in the sixties and seventies.
City of Cockburn covers the southern end: Spearwood, Hamilton Hill and Coogee. Post-war and newer housing, more room to work in most cases, and plenty of Cocos and Washingtonia palms in back gardens.
What is the same everywhere here
The ground. Fremantle and the suburbs around it sit on Tamala limestone under shallow sandy soil, so root plates spread wide across the rock instead of driving down. That is why established trees come over in saturated winter sand under a frontal wind, and why a stump grinder often meets limestone before it meets the bottom of the roots.
The wind. The Fremantle Doctor comes in off the Indian Ocean most summer afternoons, and a lot of the pruning done here is wind-sail reduction — thinning a crown so the breeze passes through rather than pushing on it. The winter fronts are what actually bring trees down, which is what 24/7 storm response exists for.
The rules. Every one of these four councils regulates trees, and verge trees belong to the council in all of them. The permits page is worth ten minutes before a crew is booked.
